I do not wish to enter on the question of a mint - to prepare coinage for the Chinese Empire as well as for Colony, as I am framing a Commercial Report for Your Excellency in which this subject, in reference to the supplies of Bullion from China, and the Balance of trade will be brought under your consideration.
